How do I submit a Colorado Open Records Request (CORA)?

To request records in possession of the Town of Kiowa's office, send a detailed, written request by mail or completed application (found under the "Online Portal Payment" tab) to:

In making your request, it is helpful to include the following:

  1. Your name and mailing address.
  2. Your phone number or email address so that we can contact you if we need to clarify your request.
  3. A detailed list or description of the specific records that you are seeking, including search terms and a date range.

The more specific your request is, the faster we can complete it. Being specific also helps us to avoid giving you too much or too little information.

Under C.R.S. ยง 24-72-203(1)(a), the Colorado General Assembly provides the records custodian with the ability to interpose rules regarding inspection of public records that are reasonably necessary for the protection of the records and necessary to prevent undue interference with the regular discharge of duties.

In this manner, CORA provides a balance between the public's right to inspect and copy public records, and the administrative burdens placed upon state agencies in responding to such requests (Pruitt v. Rockwell, 886 P.2d 315 (Colo. App. 1994)) The CORA officer makes the determination of whether or not a CORA request is standard. Colorado case law provides for a nominal fee of $41.37 per hour for retrieval and production of the records being requested.
