- The Board shall include a Mayor and six (6) Board Members.
- All members of the Board shall be elected at-large by the registered electors of the Town, unless the Board establishes by ordinance voting districts and wards.
- All Board of Trustee members shall be elected to serve four (4) year terms unless a two (2) year term is required to restore staggered positions to the Board. In such case, the four (4) year term(s) shall go to the candidate(s) with the highest number of votes, and the two (2) year term(s) shall go to the candidate(s) with the next highest number of votes.
- To enact and provide for the enforcement of all ordinances necessary to protect life, health, safety, welfare and property;
- To declare, prevent and summarily abate and remove nuisances;
- To preserve and enforce good government, general welfare, order and security of the Town and the inhabitants thereof;
- To enforce ordinances and regulations by ordaining fines not exceeding one thousand ($1,000) dollars (or whatever higher amount is subsequently set by state law for municipal court jurisdiction), or imprisonment not exceeding one (1) year (or whatever longer term of imprisonment is subsequently set by state law), or both fine and imprisonment for each and every offense;
- To provide for the granting of probation and the conditional suspension of sentences by the Municipal Court; and
- To delegate to boards and commissions, within limitations of the Constitution and this Charter, such functions and authority of the Town as it deems proper and advisable.
The governing body of the Town of Kiowa is the Board of Trustees, which establishes policy and directs the financial activities of the town. Trustees govern the overall direction of the Town and provide input and resources to the Town or KWWA’s operations and events. Participation in a leadership role offers a chance to be a key player in shaping the Town’s future and to gain practical leadership experience, along with developing a network of professional contacts.
The Board of Trustees meet the second Tuesday of each month at 7pm in the Board Room of Town Hall.
Persons can sign up for public comment up to 15 minutes prior to the Board of Trustee meeting start. If you are not able to speak during the meeting please feel free to call, email or submit comments, questions, or concerns.
Public comment is encouraged and will be listed as an agenda item at every regular Board of Trustee meeting.
Each individual wishing to be heard during the public comment period will be given up to three (3) minutes to make a comment.
The public comment period will not be used to make political endorsements or for political campaign purposes.
Questions from the Board will be for clarification purposes only. Public comment will not be used as a time for problem solving or reacting to comments made but, rather, for listening to the comments of citizens without taking any formal action.
The Board may direct the Town Administrator to provide information requested by a speaker during the public comment period.
Speakers are not allowed to make belligerent, accusatory, impertinent, slanderous, threatening, abusive, or disparaging comments.
The Mayor/Chairman may elect to defer public comment on a specific issue that appears on the regular agenda until specific item is addressed.
The Mayor/Chairman may call for order when sidebar conversations occur in the audience. Those conversations are distracting from the Board addressing the topics at hand.
Members of the public who do not follow proper conduct after a warning in a public meeting may be barred from further participation at the meeting or removed from the Board Chambers pursuant to the Kiowa Municipal Code and Colorado Revised Statutes.
