Kiowa Sidewalks and Drainage Project
Over the course of 30+ years, winter icing has severely deteriorated the sidewalks, curb, gutter, and street along the main drag of downtown Kiowa, along both sides of CO-86. The Town proposes to improve sidewalks, drainage, and reduce lanes from 4 to 2 with a center turn lane to help reduce speeding through town and introduce a bike lane to create safer mobility for all.
Engineering and design to begin in 2024. This is an anticipated 3-4 year project.

Kiowa Bridge Replacement Project
Engineering and design to begin in 2024. Construction expected to begin Spring 2026. The overall budget of this project is an anticipated $12.36 million, and it is entirely state-funded.
This is an anticipated 3-year project.
Kiowa Park Improvement Project
The last improvements to the Town’s central park, Nordman Memorial Park, were done over 20 years ago. Renovations to the Town’s municipal parks have been a priority for the community for several years and were recently identified in the 2024 Updated Comprehensive Plan as a recommendation for parks and open spaces revisions. It was included in the approved 2025 budget. These improvements will consist of permanent bathroom structures for both parks that will help eliminate the sizeable annual expense of portable bathroom and handwashing station rentals, upgrade outdated and deteriorating playground equipment, covered pavilions for family picnics and/or social gatherings, and improvements to parking that will provide better space for expanding community events.
In May 2025, Kiowa was awarded $600,000 from the Department of Local Affairs Community Block Grant to install permanent bathroom structures in both municipal parks. Kiowa is seeking an invitation from Great Outdoors Colorado (GOCO) to apply for approximately $1.2 million in additional funding for the remaining needed improvements.
This project is expected to take 2 to 3 years to complete.
Kiowa Water & Wastewater Authority Redundancy Project
This capital infrastructure project is the top priority for the Authority. Through this initiative, the Authority aims to establish a redundant water delivery system for the Town, thereby complying with the Colorado Department of Public Health and Environment (CDPHE) standards for water redundancy as a municipal service.
Currently, the project has been halted due to funding issues and is set to resume in 2026. However, the Authority is excited and honored to have this project selected as one of Congresswoman Boebert's 15 water and sewer projects being considered for Community Project Funding for FY26.
