September 13, 2022 Minutes

Call to Order 

6:00pm

The regular meeting of the Kiowa Water and Wastewater Authority was called to order on September 13th, 2022, at 6:00pm by President Debbie Ullom with the following in attendance:

Directors: Eric Whitman and Tim Craft in person and Annette Burmaster on zoom. 
Town Clerk: Tasha Chevarria
Town Administrator: Kimberly Boyd on zoom 
Guests: John Hill, reporter
Elbert County: Bobby Chevarria and Rick Pettitt 
Mayor: Rick Kolm

Consent Items

1. Approval of Agenda
   Eric Whitman made the motion to approve the agenda as presented, Tim Craft seconded and the motion carried 4-0.
2. Approval of Minutes
   Tim Craft made the motion to approve the minutes as written, Eric Whitman seconded and the motion carried 4-0.

Financial Report

1. Year to date P&L
   After reviewing the year to date profit and loss report Eric Whitman made the motion to approve the financial report provided. Tim Craft seconded and the motion carried 4-0.
2. 2021 Final Audit
   Eric Whitman made the motion to accept the 2021 audit as presented and send it to the USDA and the State. Tim Craft seconded, there was discussion before the vote and Eric Whitman amended the motion to table approval of the audit and to invite Ronny Farmer to the next meeting to present his findings to the board. Tim Craft seconded and the amended motion carried 4-0.

Staff Reports

1. Paul Grant, Headways
   Paul's monthly report was included in the packet for everyone to review. Kimberly Boyd reported that Paul was working on the sewer pump installation and that it should be running today. Paul is also getting more quotes to replace the display panel at the sewer plant.
2. Tasha Chevarria, Town Clerk
   The System Totals reports for July and August were included in the packet for review. They are showing a loss of efficiency again we need to figure out how to account for the loss. Tim Craft will get some contacts for the board to possibly have the lines looked at with cameras.

Old Business

1. IGA with Elbert County for water and sewer service at new Road & Bridge shop
2. Update on Engineering for Elbert County Road & Bridge shop
   Items A and B were discussed together, Bobby Chevarria and Rick Pettitt with Elbert County were both present for discussion, see attached sheet. They and the Authority went through the items on the list to be included in the IGA for water service at the County Road & Bridge shop. We have a general agreement about what should be included in the IGA. The County will draft that and get it to the Authority for their legal counsel to review. Once both parties are in agreement, it can be approved and signed.
3. Sewer Plant Update
   This was covered in Paul's report, the pump was being installed today and he is getting quotes for the display panel.

New Business

1. Well motor replacement.
   We do not have a cost for the motor that had to be replaced yet. It was an emergency situation and had to be done. The company that planned to install it paid for it the day Paul went to get it. We'll get numbers to everyone as soon as we have them.
2. Bridge replacement letter of request
   Kimberly Boyd has drafted a letter of request to COOT regarding replacement of the bridge on Hwy 86 on the west side of Town. Tim Craft made the motion to approve the letter with the addition of verbiage to include the ability to run water and sewer lines along with the bridge to the other side of the creek. Eric Whitman seconded and the motion carried 4-0.
3. Budget Committee
   Debbie Ullom asked that a workshop be set to work on the 2023 budget for the Authority. That is scheduled for Tuesday, September 27th from 6:00p - 8:00pm at Town Hall.

Eric Whitman made the motion to adjourn, Tim Craft seconded and the motion carried 4-0. The meeting adjourned at 6:59pm.
