Regular Monthly Meeting Minutes
June 14, 2022

Call to Order

6:00pm

The regular meeting of the Kiowa Water and Wastewater Authority was called to order on June 14, 2022, at 6:00pm by President Debbie Ullom with the following in attendance: Directors: Eric Whitman and Tim Craft in person and Annette Burmaster on zoom. Town Clerk: Tasha Chevarria Guests: Jeff Nelson, Wright Water Engineers, Inc and Erin Stutz, White Bear Ankele Tanaka & Waldron

Consent Items

  1. Approval of Agenda
    Debbie Ullom requested that New Business item B – WWE explanation of well permit application and costs, be moved up the agenda after consent items, so as not to keep Jeff all evening. Tim Craft made the motion to approve the agenda as amended, Eric Whitman seconded, and the motion carried 4-0.
  2. Approval of Minutes
    Tim Craft made the motion to approve the minutes as written. Eric Whitman seconded, and the motion carried 4-0.

New Business

  1. WWE explanation for well permit application and costs.
    Jeff Nelson with Wright Water Engineers, Inc took the board through the process that is laid out in their proposal. He provided the framework and a timeline for what will happen throughout the process of applying for the permit, drilling the well, and getting CDPHE approval to provide drinking water from the new well. After discussion about location and infrastructure that may be needed, Tim Craft made the motion to form a committee to pursue these issues in tandem with the engineers, with a budget not to exceed $15,000 for third party costs. Eric Whitman seconded, and the motion carried 4-0. Tim Craft, Eric Whitman, and Annetter Burmaster will serve on the committee.

Financial Report

Debbie Ullom presented the current financials as prepared by Kimberly Boyd. We had a large repair bill for 
the well and meters. Core and Main doesn’t know when they will have meters in stock again, we bought 
what they had in stock now.

Staff Reports

  1. Paul Grant, Headways
    Paul’s monthly report was included in the packet for everyone to review. We are still waiting for the 
    pump for the sewer plant.
  2. Tasha Chevarria, Town Clerk
    The System Totals reports for April and May were included in the packet for review. The system efficiency is improving, possible due to meters being replaced and bulk water being better accounted for.

Old Business

  1. Resolution regarding sewer charges on irrigation taps
    The attorney guidance for adopting the updated resolution says that it can be posted on the official website of the Authority as long as there is a link to said website on the DOLA website. Kim is working on getting that done, but we may not be able to meet that requirement for 30 days prior to its adoption at the July meeting. Tim Craft made the motion to publish the resolution by title in the Ranchland News. Eric Whitman seconded, and the motion carried 4-0.
  2. IGA with Elbert County for water and sewer service at new Road & Bridge shop
    Tabled until we get a draft from the county to review.

New Business

  1. 1st review comments on Elbert County Road & Bridge water plans 
    Wright Water Engineers, Inc has provided their first review comments on the county’s plans. These have been reviewed by KWWA and sent to the county as well.

Eric Whitman made the motion to adjourn, Annette Burmaster seconded, and the motion carried 4-0. The 
meeting adjourned at 6:51pm
