September 27, 2023 Joint Planning Commission & Variance Committee Minutes

Call to Order

The regular meeting of the Joint Planning and Variance Commission of the Town of Kiowa was called to order at 6:00 pm by Wendy Frenzel.

Roll Call

Present: Chairperson Wendy Frenzel, Commissioner Sandy Kalisch, Mayor Rick Kolm, and Director Andrew Lowry, Member Shannon Lane, Member Todd Lane, and Member Lori Rafferty. Member Cindy Tapp was present on zoom. There was a quorum to conduct business. 

Also present: 

Sasha Davidson, Town Clerk 
Ruth Borne, Town Legal Counsel on Zoom 
Rebecca Hawkins -Resident on Zoom at 7:00pm 

Mayor Pro Tern Trevor Smith and Member Julie Mizak were absent. 

Public Comment

None. 

Consent Items

  1. Approval of agenda
    Sandy Kalisch made a motion to approve the agenda with the revision of noting that we had a new member applying to join the committee. Lori Rafferty seconded, and the motion carried with no dis.cussion.
  2. Approval of minutes from September 6, 2023, meeting
    Sandy Kalisch made the motion to approve the minutes from the September 6, 2023, meeting. Lori Rafferty seconded, and the motion carried with no discussion.

New Business

  1. It was decided to table the appointment of choosing a co-chairman of the joint planning committee until next meeting on October 4, 2023. 
  2. Introduction was made by committee applicant: Rebecca Hawkins-New member will be given the Oath of Office will be taken at the next Board of Trustee Monthly meeting on October 10, 2023.

Old Business

  1. Code updates -Article I -Zoning Code, Sec.16-1. Definitions 
    Ruth Borne presented and spoke about revisions that had been made per the committee's recommendations at the September 6th meeting. A few new additions were made based on Colorado State Law and/or from the state's website. There was much discussion and collaboration amongst the group concerning the addition and revision of the proposed definitions to Kiowa's Code. 
  2. Proposed Zone Districts
    Ruth Borne presented and spoke about revisions and changes to be made to the current zoning districts to make them more accessible and understandable. During the presentation, other definitions were noted that need to be clarified and added to the Definition Section of the code. There was much discussion and collaboration amongst the group concerning the zoning designations and additional definition changes to Kiowa's Code.

Correspondence/Information/Review/Discussion

There was a note made to say prayers for Kimberly and her mother.

The meeting adjourned at 7:35 with no further discussion. 

The next meeting will be on October 4, 2023 at the Town Hall at 6:00pm.
