Town of Kiowa Joint Planning Commission & Variance Committee Minutes
September 21, 2022
Call to Order
The regular meeting of the Joint Planning Commission and Variance Committee of the Town of Kiowa was called to order at 6:02 pm by Chairperson Wendy Frenzel.
Roll Call
Present: Mayor Rick Kolm, Sandy Kalisch, Lori Rafferty, Chairperson Wendy Frenzel, and Co Chairperson Andrew Lowry. There was a quorum to conduct business. Also in attendance were Town Administrator, Kim Boyd, and Town Clerk, Tasha Chevarria.
Absent: Director Trevor Smith

Consent Items
- Approval of agenda
Chairperson Frenzel made the motion to revise the agenda and add the variance consideration of Steven Miller to New Business. Sandy Kalisch seconded, and the motion carried 4-0 with no discussion.
Old Business
- Chapter16 - Zoning - Article I - Zoning Code: Airbnb and Short-term rentals
Motion was made by Chairperson Frenzel to table discussion regarding Airbnb and short-term rentals, as they relate to updating the Code, in light of the fact the Town is taking serious consideration in striking the current Town Code all together and adopting another. Co Chairperson Lowry seconded, and the motion carried 4-0 with no further discussion.
New Business
- Variance Request for 469 Shasta Ct
Mr. Steven Miller of 469 Shasta Ct appeared in person to discuss the Commission consideration for a variance to keep an antique truck as "lawn art." Mr. Miller did not provide a drawing nor timeline of proposed project, as previously requested. Discussion was had to table this request for this month and asked Mr. Miller to return no later than the scheduled November meeting with requested items for further consideration. Ms. Boyd advised she would stand down any code enforcement action until that time, but not past the end of November. Mr. Miller advised he understood and would respond by November with the requested documentation.

Ms. Kalisch made the motion to adjourn at 6:26pm. Co-Chairperson Lowry seconded, and the motion carried 4-0 with no discussion.
The next regular meeting will be on October 17th at Town Hall at 6:00pm
