September 12, 2023 Board of Trustees Minutes

Call to Order

The regular meeting of the Board of Trustees of the Town of Kiowa was called to order on. September 12, 2023, at 7:05 PM by Mayor Kolm. 

Roll Call

Present: Mayor Rick Kolm, Director Terry Howard, Director Jonathon Shafer, Director Baillie Wineland, Director Andrew Lowry and Director Josh Baker. Town of Kiowa had a quorum to conduct business. 

Absent: Mayor Pro Tem Trevor Smith

Pledge of Allegiance

Mayor Kolm led the audience in the pledge of allegiance. 

Agenda Consent

Director Howard made the motion to approve the agenda with revisions. Director Shafer seconded, and the motion was carried 5-0 with no discussion. 

Staff Reports

  1. Mayor
    In observation of 9/11, Mayor Kolm thanked members of the board and all that serve in the military branches. He reminded the board and those in participation that it is Kiowa School's homecoming week and the game is scheduled for Friday night and the parade is Saturday.
  2. Board of Trustees
    None.
  3. Town Attorney
    None.
  4. Town Administrator
    1. Accounting software rebuild.
      Ms. Boyd advised the QuickBooks Pro contractors were actively revising the Town's accounts and correcting issues, reports will not be available until the October meeting. 
    2. Comprehensive Plan update and upcoming community meeting
      Ms. Boyd reiterated the importance of updating the Town's current, and outdated comprehensive plan and how that played a role in her seeking funding for various projects the Town needs addressed. She reminded the board members that the frrst of two community meetings are coming up on Thursday, September 14th at 5pm at the Elbert County Fairgrounds AG Building, light refreshments will be served.
    3. Update on Town eCJ,uipment auction items
      Ms. Boyd gave an update as to the current bids being made on the items up for auction. Auction ends on September 28th. 
  5. Public Works
    None
  6. Code Enforcement (next quarterly report due in October)
    None

Consent Items

  1. Approval of minutes from August 8, 2023, BOT monthly meeting
    Director Howard made the motion to approve the minutes. Director Baker seconded, and the motion was carried 5-0 with no discussion.
  2. Expenditures for Year-to-Date 2023
    Tabled until October monthly meeting.

Public Hearings

  1. Special Event Liquor Licenses

    1. Basquez/Pickering Wedding (September 15th)
    2. Wallerstedt/Brown Wedding (October 21st) 
    3. Stutz Wedding (October 13th) 


    Director Howard made the motion to leave the open meeting at 7:21pm and go into public hearings. Director Baker seconded, and the motion was carried 5-0 with no discussion. 

    Director Howard made the motion to go into public hearing at 7:21pm, Director Shafer seconded, and the motion carried 5-0 with no discussion. 

    Director Howard made the motion to close the public hearing at 7:29pm and go back into open meeting, Director Lowry seconded and the motion carried 5-0 with no discussion. 

    Director Shafer made the motion to go back into open meeting at 7:29pm, Director Howard seconded and the motion carried 5-0 with no discussion. 

    Director Howard made the motion to approve all special event liquor licenses heard before the board during public hearings, Director Shafer seconded and the motion carried 5-0 with no discussion.

New Business

  1. Oath of Office for new PV Members: Julie Mizak, Todd Lane and Shannon Lane was given by Mayor Kolm.
  2. The Budget Committee for 2024 Fiscal Year will consist of Mayor Kolm, Terry Howard, Andrew Lowry, and Baillie Wineland.

Old Business

  1. Operating Agreement between Town and KWW A - tabled until October monthly meeting due to still waiting on anticipated figures from insurance company for the 2024 premiums.

Discussion

Discussion was had amongst the board concerning the Board concerning our current snowplow employee will not be returning this season. The Board requested that we attempt to fill the position first' by putting out the job opening via the Town website and employment apps. If this is unsuccessful, the 'Board will consider moving to contract services for snowplow duties.

Director Shafer made the motion to adjourn at 7:53pm, Director Baker seconded and the motion carried 5-0 with no discussion.

The next regular meeting will be on October 10th at Town Hall at 7:00pm .
