Call to Order
The regular meeting of the Joint Planning and Variance Commission of the Town of Kiowa was called to order at 6:02 pm by Wendy Frenzel.
Roll Call
Present: Chairperson Wendy Frenzel, Commissioner Sandy Kalisch, Director Andrew Lowry, Member Shannon Lane, Member Todd Lane, Member Lori Rafferty, and Mayor Pro Tern Trevor Smith. Mayor Rick Kolm joined the meeting at 6:53. There was a quorum to conduct business.

Member Julie Mizak was absent.

- Approval of agenda
Sandy Kalisch made a motion to approve the agenda. Lori Rafferty seconded, and the motion carried with no discussion. - Approval of minutes from September 27, 2023, meeting
Sandy Kalisch made the motion to approve the minutes from the September 6, 2023, meeting. Lori Rafferty seconded, and the motion carried with no discussion.
New Business
- Update on Zoning Code
Ruth Borne went over the updates on the zoning code, with the members of the commission reviewing the changes and updates. - Review Revised definitions; zone districts; and permitted land use.
- Revised definitions: There was overall approval of the revised definitions. There were a few discussions and additional revisions to a couple areas.
- Zone districts: There was no additional discussion.
- Permitted land use: There was a brief discussion about two areas, otherwise, there was approval of the changes since previous meeting.
- New Code update: PUD and Annexation

Ruth Borne introduced the commission to the PUD (Planned Unit Development. There was some discussion about the "Open Space" provision and whether 20% minimum was adequate or needed to be investigated further. There was a request to investigate the Fawn Valley development and see what its open space area percentage is. The commission agreed to leave the 20% amount for now. - Annexation
Ruth Borne introduced the Annexations/Petitions for Annexation to the commission. There was a brief discussion about annexation vs. de-annexation.

It was noted that at the next meeting, a co-chair will need to be chosen.

Commissioner Sandy Kalisch made a motion to adjourn the meeting, member Lori Rafferty seconded. The meeting adjourned at 7:31 with no further discussion.
