Call to Order
The regular meeting of the Board of Trustees of the Town of Kiowa was called to order on October 10, 2023, at 7:05 PM by Mayor Kolm.
Roll Call
Present: Mayor Rick Kolm, Director Ten-y Howard, Director Baillie Wineland, Director Andrew Lowry, and Mayor Pro Tern Trevor Smith. Town of Kiowa had a quorum to conduct business.
Absent: Director Jonathon Shafer and Director Josh Baker

Mayor Kolm led the audience in the pledge of allegiance.
Agenda Consent
Director Howard made the motion to approve the agenda with revisions. Director Lowry seconded the motion and it was carried 5-0 with no discussion.
Staff Reports

Mayor Kolm informed us that the town administrator's mother was very ill and to keep her in our thoughts. He also discussed the fact that we have had no one apply to be snowplow drivers, but he did get a bid from Iconic Contracting to do the job. He made the point that a decision will need to be made soon about this topic. - Board of Trustees

- Auction Items
Administrator Boyd informed us that the equipment that was up for auction has all been sold and is in the process of being picked up. Final payment was made today. - DOLA - Stormwater Drainage
In addition, she noted that the DOLA sto1mwater drainage meeting was set. She would furnish the date when she returned to the office.

None - Code Enforcement
Code Enforcement submitted their 3rd Quarter Report which summarized that there had 316 violations, 687 inspections, 450 notices issued and assisted with 16 inquiries. The highest nwnber of violations had to do with weeds/yard maintenance.
Consent Items
- Approval of minutes from September 12, 2023, BOT monthly meeting.
Director Howard made a motion to approve the minutes. Director Wineland seconded the motion, and the motion was carried 5-0 with no discussion. - Financials for Year-to-Date 2023
Mayor Pro Tern made a motion to approve the Financials for Year-to-Date 2023. Director Howard seconded the motion, and the motion carried 5-0 with no discussion.
Public Comment
- Joey Kuhn - Buroens on new businesses
Joey Kuhn spoke about the concerns she has concerning the permitting process for new bus'inesses. She felt that there was a huge burden of expense put on new business owners and it could cause people to not want to come to our town. She spoke to the fact that she didn't understand why interior designers/architects needed to be involved when there were no structural changes, and it didn't seem to be important to the process. She also stated that she felt there may be some personality conflicts involved. - Debbie Ullom - Xcel community meeting
Debbie Ullom spoke about a meeting on October 18, 2023, that she felt the Town of Kiowa Board of Trustees needs to attend. Xcel is holding a community meeting in Kiowa to discuss placing electrical towers and lines in the area. Debbie urged the council to go and to oppose the placement of these towers.
Public Hearings
- Application for Use by Special Review of Majestic View Church (MVC) ministries at 620 Comanche St.
Director Howard made a motion to leave the open meeting at 7 :31 pm to go info the public hearings. Director Wineland seconded, and the motion was carried 5-0 with no discussion.
Director Howard made a motion to go into public hearing at 7 :31 pm, Director Lowry seconded, and the motion carried 5-0 with no discussion.
After reviewing the staff report, and a brief presentation by Pastor John Smith, Resolution NO. 06, Series 2023 was put forward for approval.
Director Howard made note that the month of September needed to be included in the newspaper publishing information.
Director Smith made a motion to approve Resolution NO. 06, Series 2023 with the date correction, Director Lowry seconded, and the motion carried 5-0 with no discussion.
Director Howard made a motion to leave the public hearing at 7:36pm and go back into open meeting, Director Lowry seconded, and the motion carried 5-0 with no discussion.

It was noted that the budget is due in the middle of December, so there will need to be a budget ยท- hearing and committee set up soon.
