Call to Order
The special meeting of the Board of Trustees was called to order on November 27, 2023, at 7:01 PM by Mayor Rick Kolm.
Roll Call
Present: Mayor Pro Tem Trevor Smith, Director Baillie Wineland, Director Terry Howard, Director Josh Baker, and Director Andy Lowry were present. The Town of Kiowa had a quorum to conduct business.
Director Jonathon Shafer arrived late at 7:18pm.

Agenda Consent
Director Wineland made the motion to approve the agenda, Director Baker seconded the motion and the motion was carried 6-0 with no discussion.
Public Comment
None.
Executive Session
Mayor Pro Tem Smith made a motion to go out of public meeting and into Executive Session at 7:04pm, Director Howard seconded, and the motion carried 5-0 with no discussion.
Subject to CR.S. 24-6-402(4)(/)(1), the Town of Kiowa Board will meet in an executive session upon affirmative vote of 2/3 of the quorum present, for the sole purpose of considering:
Personnel matters regarding the Town Administrator and the Town Attorney.
Mayor Pro Tem Smith made a motion to go out of Executive Session and back into public meeting at 8:44pm, Director Baker seconded, and the motion carried 6-0 with no discussion.
Director Howard made a motion to go back into public meeting at 8:03pm, Director Shafer seconded, and the motion carried 6-0 with no discussion.
Director Howard made a motion to not accept Ruth Berne's resignation, Director Shafer seconded, and the motion carried 6-0 with no discussion.
Discussion
Mayor Kolm started discussion concerning the issues with speeders coming off HY-86 onto Ute Avenue northbound, as well as those coming southbound toward town on Kiowa-Bennett Rd. Mayor Kolm discussed his idea of stop sign placements along Ute Avenue and Kiowa-Bennett Rd, as well as the possibility of placing a 4-way traffic signal at HY-86 and Ute Avenue. Ms. Boyd advised she would contact COOT to inquire as to the avenues and processes involved with this type of project.
Mayor Kolm also opened it for discussion of the parking situation across from Unbridled Contractors at HY-86 and Pawnee Street, by the liquor store curbline. Ms. Boyd advised she would reach out to the Fire District and the Sheriff's Department to discuss this situation.

Mayor Pro Tem Smith made the motion to adjourn at 8:33pm. Director Baker seconded, and the motion carried 6-0 with no discussion.
