Special Meeting Minutes May 21, 2025

Invocation

Steven Miller, in place of Pastor Kevin Weatherby of Save the Cowboy Church, gave the invocation before the start of the meeting. 

Call to Order

Mayor Howard called the special meeting of the Board of Trustees to order on May 21, 2025, at 6:01 PM. 

Pledge of Allegiance

Mayor Howard led the Board in the Pledge of Allegiance. 

Roll Call

The town's elected officials were present: Mayor Howard, Mayor Pro Tern Hart, Trustee Shafer, Trustee Wineland via Zoom, Trustee Smith, and Trustee Stahl.

Agenda Consent

Trustee Smith moved to approve the agenda, and Trustee Shafer seconded it. The motion passed 6-0 without discussion. 

Ms. Boyd asked to revise the agenda to include a conflict-of-interest statement before the public hearing. Trustee Shafer made the motion to approve the revision to the agenda, and Trustee Smith seconded; the motion passed 6-0 with no discussion. 

Public Comment

Joey Kuhn, Kiowa Main Street Board member. Spoke briefly to the recent discussion on the Town's sign code revisions and table of uses. 

Conflict of Interest

Ms. Boyd asked any Trustee with an apparent or perceived conflict to speak up and make that conflict known before entering the discussion or public hearing. There was no response or discussion from the Trustees. 

New Business

Mayor Howard opened the public hearing at 6:05 pm. 

Public Hearing

ORDINANCE 4, SERIES 2025 - AN EMERGENCY ORDINANCE OF THE TOWN OF KIOWA, COLORADO ESTABLISHING A TEMPORARY MORATORIUM IN TOWN CENTER FOR ANY ADDITIONAL BUSINESSES, OFFICES, OR OTHER NON-REVENUE PRODUCING ACTIVITIES; AND DECLARING AN EMERGENCY FOR THE TOWN OF KIOWA, COLORADO 

DISCUSSION: Implementation of the Strategic Plan for the Kiowa Main Street Board in Town Center for the Town of Kiowa 

Mayor Howard started discussing the impending implementation of the Kiowa Main Street Board's strategic plan and their identified work priorities. She identified some Main Street Board members present at this meeting and asked if they would like to speak to their workshop the previous week. 

Main Street Board members Joe Martell, Andrea Price, Erica Johnson, Jay Vier, and Joey Kuhn spoke to their strategic planning workshop accomplishments the week prior. They detailed the work they have identified and prioritized moving forward, and the work they have yet to identify. 

Mayor Howard clarified that the discussion concerning the letter written the day before to the County Commissioners and their response wherein they requested a joint meeting with the board to discuss their intent to lease or buy commercial properties throughout the Town Center area, only to rescind that request at the last minute the night prior. 

Public Comment

Joey Kuhn, Main Street Board member and local business owner - Spoke to her concerns, as a business owner, about property owners' rights being violated. 

Debbie Ullom, local business owner - Spoke to when the town center was created, and her knowledge of business owners not being notified of their properties being rezoned. Also wanted to acknowledge that her office previously served as the Kiowa Town Hall. 

Scott Kellogg, local business owner - Spoke to the vacancy rate that plagued Kiowa Town Center for an extended time, and the numerous offices currently occupying it. 

Ms. Boyd read the full text of proposed Ordinance 4, Series 2025, to those present for the meeting, in person and on Zoom. 

Trustee Smith moved to approve ORDINANCE 4, SERIES 2025, and Mayor Pro Tern Hart seconded it. The motion passed 6-0 without further discussion.
