Call to Order
The regular meeting of the Joint Planning and Variance Commission of the Town of Kiowa was called to order at 6:06pm by Co-Chairperson Todd Lane.
Roll Call
Present: Co-Chairperson Todd Lane, Commissioner Sandy Kalish, Member Shannon Lane, Member Lori Rafferty, Member Julie Mizak, and Mayor Rick Kolm.
Absent: Chairperson Wendy Frenzel, Mayor Pro Tern Trevor Smith, and Town Board Member Terry Howard.
There was a quorum to conduct business.

Consent Items
- Approval of agenda
Co-Chairperson Todd Lane requested a motion for approval of the agenda. Julie Mizak made the motion, Sandy Kalich seconded, and the motion carried with no discussion. - Approval of minutes from January 3, 2024, meeting
Co-Chairperson Todd Lane requested a motion for approval of the minutes with the correction of the date at the top from 2023 to 2024. Sandy Kalisch made the motion to approve the minutes with the correction from the January 3, 2024, meeting. Lori Rafferty seconded, and the motion carried with no discussion.
New Business
- Farmer's State Bank application - 434 Comanche St., Kiowa CO, 80117.
New Construction plan review and proposal
Travis Reynolds from Safebuilt, Larry Gilland an architect representing LGA Studios, and Colleen Monahan with HR Green made presentations about the new bank building. Discussion was held with board members, representatives of the bank and members of the public, about access to adjacent properties and privacy issues. There was a brief mention of tying in the water from Navajo instead of Comanche so there was less disturbance with the road, and it was more convenient to access. It was suggested by_Safebuilt that the Planning Commission provide a recommendation to the Town Board of Trustees for approval of the project with the following conditions:- Adjusting Parking Spacing to meet code -plans have been changed already to meet code from 9' to 1 O' parking spaces - loss of 4 spaces.
- Change the lighting illumination to meet code.
- Work with COOT to obtain an official access permit.
- Screening of the air conditioning Lmits.
- Ensure a condition of satisfaction from required referral agencies prior to issuance of a building permit.
- Selection of plants for landscaping that are more deer proof - landscaping plans will be looked at to adjust for this.
Co-Chairperson Todd Lane requested a motion to move the project, with conditions, forward to the Town of Kiowa Board of Trustees for their review and approval. Julie Mizak made the motion to move the project forward to the Kiowa Board of Trustees with conditional approval. Sandy Kalisch seconded, and the motion carried with no discussion.
- Rezone application - 811 County Road 134, Kiowa CO, 80117.
Rezone from Public Lands 1 (PL-1) to Commercial (C-2)
The applicant did not attend the meeting, so no action was taken.
