Regular Meeting Minutes
June 14, 2022

Call to Order

The regular meeting of the Board of Trustees of the Town of Kiowa was called to order on June 14, 2022, at 7:00 PM by Mayor Pro Tern Cindy Tapp.

Roll Call

Present: Mayor Pro Tern Cindy Tapp, Director Trevor Smith, Director Tim Chambers, Director Terry Howard, and Director Jonathon Shafer. The Town of Kiowa had a quorum to conduct business. 

Absent: Mayor Kolm and Director Carey Kalisch 

Town Administrator: Kimberly Boyd 
Town Clerk: Tasha Chevarria 
Guests: Robert Tibbals, Esq.

Mayor Pro Tem Tapp led the audience in the pledge of allegiance.

  • Town Attorney 
    • Franchise tax from Comcast -Mr. Tibbals reported that he is still attempting to get ahold of the attorney for Comcast. He has spoken with his prior, but he does travel a lot and is very hard to get ahold of.
    • Franchise tax from Starlink -Mr. Tibbals reported that he is still attempting to locate contact information to the appropriate division to discuss this matter.
    • Municode updates -Mr. Tibbals reported that he is still attempting to locate contact information to the appropriate division to discuss this matter.
  • Town Administrator
    • RFP for grant writer went out June 9th in the Ranchland News with a submittal deadline of June 30th.
    • A sealed bids for surplus equipment request went out in the Ranchland News on June 9th with a submittal deadline of June 30 th . Those sealed bids will be provided to the Board at the July meeting for review.
  • Public Works
    • Pavilions for both parks have been delivered and are currently being stored in the shop until they can be installed. Have run into issues with obtaining building permits with regard to having an engineered stamped plan for foundation type for each pavilion. Still working through this issue with building department.

      Discussion: Mayor Pro Tem Tapp advised she is observing issues with racoons getting into the trashcans in the parks and noticed new hardware may be needed to better secure those trash receptacles. Director Smith also mentioned concerns with mosquitos and West Nile virus this time of 'tear. He suggested we look into methods of fogging or spraying in the town for such, as this is a public safety issue. Ms. Boyd advised she would explore available options.
  • Code Enforcement (next quarterly report in July)

  • Approval of minutes from May 2022- BOT monthly meeting and June 2, 2022, Special Meeting 
    Director Howard made the motion to approve the May 2022 BOT monthly meeting minutes. Director Chambers seconded, and the motion carried 4-0 with no discussion. Director Howard made the motion to approve the and June 2, 2022, Special Meeting minutes. Director Chambers seconded, and the motion carried 4-0 with no discussion.
  • Expenditures for Year-to-Date 2022
    The year-to-date expenditures were provided for review in the meeting packets. Director Howard made the motion to approve the minutes. Director Smith seconded, and the motion carried 4-0 with no discussion.

Director Chambers made the motion to adjourn at 7:28pm. Director Howard seconded, and the motion carried 4-0 with no discussion.
