January 3, 2024 Planning Commission Minutes

Call to Order

The regular meeting of the Joint Planning and Variance Commission of the Town of Kiowa was called to order at 6:00pm by Chairperson Wendy Frenzel 

Roll Call

Present: Chairperson Wendy Frenzel, Co-Chairperson Todd Lane, Commissioner Sandy Kalish, Member Shannon Lane, Member Lori Rafferty, Member Julie Mizak, and Mayor Rick Kolm,

Absent: Mayor Pro Tern Trevor Smith. 

There was a quorum to conduct business. 

Also present: 
Ruth Borne, Town Legal Counsel on Zoom 
Kim Boyd, Town Administrator on Zoom 
Sasha Davidson, Town Clerk 

Public Comment

None. 

Consent Items

1. Approval of agenda
   Chairperson Wendy Frenzel requested a motion for approval of the agenda. Sandy Kalich made the motion, Julie Mizak seconded, and the motion carried with no discussion.
2. Approval of minutes from December 20, 2023, meeting
   Chairperson Wendy Frenzel requested a motion for approval of the minutes. Julie Mizak made the motion to approve the minutes from the December 20, 2023, meeting. Shannon Lane seconded, and the motion carried with no discussion.

New Business

Old Business

1. Revisions on Zoning Code Amendments -
   1. Mobile Food Vending Provisions - adopted from the Town of Elizabeth.
   2. Sign Code- adopted from the Town of Elizabeth
   3. Zoning Code- corrections done and completed- ready to move forward to the Town of Kiowa Board for approval and if adopted sent to the publishing company.
   4. Subdivision- were limited to certain zone districts and have been revised. Under 17.12 - General Requirements - this was the primary area that needed to be fixed.
   5. Enforcement and Municipal Court will be brought forward to the Town of Kiowa Board.

Chairperson Wendy Frenzel requested a motion to move the zoning code amendments forward to the Town of Kiowa Board of Trustees for their review and to move it forward. Sandy Kalich made the motion to move the zoning code amendments forward. Todd Lane seconded, and the motion carried with no discussion.

Adjourn

Chairperson Wendy Frenzel requested a motion to adjourn the meeting. Julie Mizak made a motion to adjourn the meeting, Lori Rafferty seconded. The meeting was adjourned at 6:12pm with no further discussion. 

The next meeting will be on January 17, 2024, subject to change, at the Town Hall at 6:00pm.
