Call to Order
The special meeting of the Board of Trustees of the Town of Kiowa was called to order on February 7, 2023, at 7:00 PM by Mayor Rick Kolm.
Roll Call
Present: Mayor Rick Kolm, Mayor Pro Tem Trevor Smith Trevor Smith, Director Josh Baker, Director Andrew Lowry, Director Baillie Wineland, Director Terry Howard, Director Jonathon Shafer. The Town of Kiowa had a quorum to conduct business.

Mayor Rick Kolm led the audience in the pledge of allegiance.
Work Session
- Mayor opened the work session for the Kiowa Creek Meadows Development Agreement. Cory Rutz and Kristen Decker, Attorneys for Kiowa Creek Meadows Development, Tim Craft, Jim Digby, Ken Turnbull, Debbie Ullom, Danielle Ullom, and Annette Burmaster all made public comments regarding the development agreement. NO formal action nor vote was taken by the Board regarding this work session.
General Business
- Mayor Kolm opened discussion for the board to consider a sales tax increase ballot initiative via a special election in May to ask Town of Kiowa citizens to increase sales tax by 1% to assist in funding road and bridge; public improvements; and Town amenities. No formal decision was made on this matter this evening.
Adjourn
Director Smith made the motion to adjourn at 8:39pm. Director Wineland seconded, and the motion carried 6-0 with no discussion.
The next regular meeting will be on February 14th at Town Hall at 7:00pm
