Town of Kiowa Board of Trustees Regular Monthly Meeting Minutes
December 13, 2022 - 7pm
Call to Order
The regular meeting of the Board of Trustees of the Town of Kiowa was held via Zoom and called to order on December 13, 2022, at 7:07 PM by Mayor Rick Kolm.
Roll Call
Present: Director Trevor Smith, Director Carey Kalisch, Director Tim Chambers, Director Terry Howard and Director Jonathon Shafer. The Town of Kiowa had a quorum to conduct business.
Also present were Town Administrator, Kimberly Boyd, and Town Counsel, Ruth Borne. Town Clerk: Tasha Chevarria was absent.
Agenda Consent
Director Smith made the motion to approve the agenda with revisions to remove:

Director Shafer seconded, and the motion carried 5-0 with no discussion.

Ms. Boyd referred the Board to the diagram included in their packets regarding the proposed EV charging stations that are to be installed by CORE Electric Coop at Town Hall. She advised they are still in the planning and design stage and more information will be forthcoming. - Public Works

Ms. Boyd referred the Board to the 4th quarter report included in their packets from CPS, Inc. There was no discussion or questions.

- Approval of minutes from November 2022 BOT Monthly Meeting
Director Howard made the motion to approve the November 2022 regular monthly meeting minutes. Director Smith seconded, and the motion carried 5-0 with no discussion. - Expenditures for Year-to-Date 2022
The year-to-date expenditures were provided for review in the meeting packets. Director Howard made the motion to approve YTD expenditures. Director Smith seconded, and the motion carried 5-0 with no discussion.
New Business
- Resolution10, Series 2022: Resolution to appropriate sums of money
Director Howard made the motion to approve Resolution 10, Series 2022: Resolution to appropriate sums of money. Director Chambers seconded, and the motion carried 5-0 with no discussion. - Resolution 11, Series 2022: Resolution to adopt budget.
Director Shafer made the motion to approve Resolution11, Series 2022: Resolution to adopt budget. Director Howard seconded, and the motion carried 5-0 with no discussion. - Resolution 12, Series 2022: Resolution to approve 2022 Re- Certification of Values
Director Smith made the motion to approve Resolution 12, Series 2022: Resolution to approve 2022 Re -Certification of Values. Director Chambers seconded, and the motion carried 5-0 with no discussion. - Resolution13, Series 2022 A Resolution providing that certain elected officials of the town of Kiowa shall be deemed not to be "Employees" within the meaning of the workers' compensation laws.
Director Smith made the motion to approve Resolution 13, Series 2022: A resolution providing that certain elected and/or officials of the Town of Kiowa shall be deemed not to be "Employees" within the meaning of the workers compensation laws. Director Chambers seconded, and
the motion carried 5-0 with no discussion.

Director Kalisch made the motion to adjourn at 7:39pm. Director Howard seconded, and the motion carried 5-0 with no discussion.
