Call to Order
The regular monthly meeting of the Board of Trustees was called to order on December 10, 2024, at 7:04 PM by Mayor Kolm.
Roll Call
Present: Mayor Kolm, Mayor Pro Tem Smith, Trustee Wineland, Trustee Howard, Trustee Hart, and Trustee Shafer. The Town of Kiowa had a quorum to conduct business.

Mayor Kolm led the Board in the Pledge of Allegiance.

Mayor Pro Tem Smith made a motion to approve the agenda and Trustee Howard seconded the motion. The motion was carried 6-0 with no discussion.

Mayor Pro Tem Smith made the motion to approve the minutes from November 12, 2024, Monthly Meeting and Trustee Howard seconded the motion. The motion was carried 6-0 with no discussion.
Expenditures for Year-to-Date 2024
Trustee Howard made the motion to accept the expenditures for YTD 2024, and Trustee Wineland seconded the motion. The motion was carried 6-0 with no further discussion.

Staff Reports
Mayor
Advised it is his assertion the Town Board has done great things for the Town over the course of his tenure as Mayor. He commended the board and staff for their support to the residents, school, businesses, etc. He's proud of how he is leaving the town on his retirement.

Trustee Howard thanked Mayor Kolm for his service to Kiowa and wished him well in his retirement.

Outside counsel was appointed by CIRSA and they are handling the response by the Town and myself, which was in the form of a Motion to Dismiss that filed today in Elbert County District Court. - Apple iPads and Apple Business Manager
Verification is completed with Apple Business Manager; the iPads and Bluetooth keyboards have been ordered and received. We are waiting until after the new year to get these programmed with email addresses and to plan a training session for those that need it. - Town Tree Lighting
Great fun. We had a good turnout but unfortunately, we didn't have the participation in the lighted car parade that we had anticipated. Cookies were donated by Farmers State Bank and coffee and hot cocoa came from Dancing Jaguar again this year. We moved this event to the first Saturday of the month due to the conflicts the scheduling kept running into with volunteers the weekend after Thanksgiving, but it looks like the conflicts we are running into with other neighboring events is causing even more conflict with getting participation at ours - we will be looking at moving it back to the weekend after Thanksgiving next year. Wanted to thank the businesses that donated to our events this year - Advanced Quality Auto, Glaser Gas and Mile High Trailers. It was great having that support from local businesses and I hope we were able to get them some more business by getting their names out there. - Public Works
