April 8, 2025
Invocation/Pledge of Allegiance
Ty Webber of Save the Cowboy Ministry gave the innovation, and Mayor Howard led the Board in the pledge of allegiance.
Call to Order
Mayor Howard called the regular monthly meeting of the Board of Trustees to order on April 8, 2025, at 7:04 PM.
Present: Mayor Theresa Howard, Mayor Pro Tern Tammy Hart, Trustee Baillie Winland, and Trustee Jonathan Shafer were present. The Town of Kiowa had a quorum to conduct business.
Trustee Constance Stahl was absent.

Agenda Consent
Trustee Wineland motioned to approve the agenda with revisions, and Trustee Shafer seconded. The motion was carried 4-0 with no discussion.
Introduction of First Kiowa Main Street Board
Trustee Trevor Smith arrived late, at 7:10 p.m., during public comment.
Ms. Boyd advised they had eight applicants, and after scoring and evaluating the applicant pool, it was decided to bring all eight on board for the very first Kiowa Main Street Board. Each brings something unique and valuable to the table, making them very effective as a group. The next order of business is to coordinate a strategic planning workshop for the new board. In this workshop, they will create the branding, a mission and vision statement, etc., with a consultant from DOLA staff. Those new board members were recognized as:
- Erica Johnson, Director of ECCO
- Joey Kuhns, Local Property and Business Owner
- Ashley Larson, Owner, Just Peachy Day Spa
- Joe Martel, President, Elbert County Historical Society
- Kim Miller, Kiowa Branch Manager, Pines & Plains Library
- Deb Nahm, Local Artist
- Andrea Price, Local Business and Property Owner
Public Comment
Jesie McElroy of Unbridled Contractors at 304 Comanche Street, Kiowa, CO
Spoke to her frustration over the Town's request that she submit an application for Use by Special Review concerning her proposed use of the converted school bus into a mobile office.
Public Hearings
Mayor Howard opened the public hearing at 7:22 pm.
- Cowboy Up in Kiowa special event liquor permit for three (3) events
- Cowboy Up in Kiowa Rodeo (June 27th and June 28th)
- Elbert County Fair 2025 (July 26th through August 3rd)
1st Responder Relief Rodeo (August 15th and August 16th)
Lori Campbell spoke to these events and advised they would not be doing anything different this year than they had in the past. All servers will be TIPS certified, and the Sheriffs Office is assisting with security again this year.
No public comment was given. Trustee Smith moved to approve the special event liquor permit for all three event applications, and Trustee Wineland seconded it. Mayor Pro TemHart abstained due to conflict. The motion passed 4-0 with no further discussion.
- Elbert County Republicans (April 26th)
Calla Walker spoke to this event and advised that they would have TIPS-certified servers and utilize hand stamps.
No public comment was given. Trustee Shafer moved to approve the special event liquor permit, and Trustee Smith seconded it. The motion passed 5-0 with no further discussion. - Haynes-Erickson Wedding (April 12th)
Amanda Love, a contracted wedding planner, spoke to this event and advised that they would be serving from 6-10 pm and have TIPS-certified servers.
No public comment was given. Trustee Smith moved to approve the special event liquor permit, and Trustee Shafer seconded it. The motion passed 5-0 with no further discussion.
Old Business
- RESOLUTION 7, SERIES 2025 - A RESOLUTION APPROVING THE SECOND AMENDED AND RESTATED OPERATING AGREEMENT WITH KIOWA WATER WASTEWATER AUTHORITY AND THE TOWN OF KIOWA, TOWN OF KIOWA, COLORADO
Trustee Shafer moved to approve RESOLUTION 7, SERIES 2025, and Trustee Wineland seconded it. The motion was carried 5-0 with no further discussion.
New Business
- Policy 22-058 Information Technology- CivicReady Mass Notification Procedures
Ms. Boyd advised that the test message to all internal customers went out successfully on March 31st. Invites to register have been pushed out on social media, in the newsletter, and on fliers at the post office and town hall. Also sent it out as an article in the Elbert County News.
Trustee Wineland moved to approve Policy 22-058 Information Technology - CivicReady Mass Notification Procedures, and Mayor Pro Tern Hart seconded it. The motion passed 5-0 with no further discussion. - Policy 22-059 Standards of Conduct -BoT Attendance Policy
Trustee Smith moved to approve Policy 22-059 Standards of Conduct-BoT Attendance Policy, and Trustee Wineland seconded it. The motion passed 5-0 with no further discussion.
Staff Reports
- Mayor
Mayor Howard advised that Ms. Boyd requested that Town legal counsel attend meetings only by invitation or necessity for budgetary purposes. Trustee Wineland requested the Town general counsel prepare a monthly memorandum for the Board updating them on any updates on new or proposed updates to regulations, laws, etc. that could affect the Town, as well as any legal matters she is currently working on for the Town that does not fall under attorney-client privilege, which would be handled in executive session. - Board of Trustees
Mayor Pro Tem Hart advised that she was recently informed that the Kiowa Senior Center needs assistance with various facility repairs and requested that the Town look into how they can assist with funding or resources. - Town Attorney

- Grants
CR-45 Improvement Project-Submitted grant on March 18th, but there was a glitch in the link to do so that caused many issues with getting their applications in, so they closed the portal early. When they closed the portal, all the data was lost -all submitted applications disappeared. We are now waiting for a new submittal date to repeat the process. - 2025 Town events update
Reminder that the Easter Egg Hunt is Saturday, April 19th, 11 am until 4 pm, with a rain date of Saturday, April 26th, same time and same place. Bino's Pizza is sponsoring the lunch again this year - hamburgers, hotdogs, drinks, etc. 3-B Realty is sponsoring the pictures with the Easter Bunny. Kiowa Fire Protection District is already hard at work assisting the Easter Bunny with stuffing eggs. Farmer's State Bank is sponsoring the coloring contest again, and the coloring pages are up on the Town's website and Facebook page, also available at the bank. Entries can be turned in at the bank, brought to the event, and turned into the FSB table to win one of 3 cash prizes. ECCO and Lions Club are working the prize table - all kiddos who find a gold egg can get a special reward at the prize table.
CORE Electric formally committed to Corporate Sponsorship of the fireworks event yesterday and asked to also become a Platinum Sponsor of the annual Christmas event. - Public Works
Now that the weather is agreeable, Mendez is addressing the potholes. He has started with the worst of them and is working his way through Town. The county has also been helping us with some of them.
Iconic will address the unsafe sidewalk area over by Hoo Motors and the alleyways as soon as they have a plan on how to address it and can schedule it. - Code Enforcement

- Approval of Minutes of March 11, 2025, Monthly Meeting
Trustee Shafer moved to approve the March 11, 2025, Monthly Meeting minutes, and Trustee Wineland seconded it. The motion was carried 5-0 with no discussion. - Expenditures for Year-to-Date 2025
Trustee Wineland moved to accept the expenditures for YTD 2025, and Mayor Pro Tern Hart seconded it. The motion was carried 5-0, without further discussion.
Discussion/Communications
- Ms. Boyd advised the Board that the Town and the school are working together on a fundraising project for the park project, called a Penny War. Each classroom has a donation jar and a giant fundraising thermometer for goal setting. The winning class gets a pizza party sponsored by the Town. Additionally, the Town has agreed to make a matching donation back to the winning classroom teacher to be used for anything she needs for her students or classroom. This gets the teachers involved, makes it more fun, and we are all helping each other out. This idea came from conversations with our auditors and our project manager. We are a small Town, and all the nonprofits are agreeing to help us bring the community together for this project grant. It allows us to show that community involvement and also allows us to help those non-profits. This will also be the case for the Boys Basketball at Kiowa Schools, we will be helping with their horseshoe tourney, ECCO, and the Kiowa Lions Club. They have all agreed to come in and help us, and we will be helping them back. The money raised by these entities will go in as funds raised toward the Park Project, and at the end of the project, we will donate a match back out to each of them.
