Call to Order
The regular meeting of the Joint Planning Commission and Variance Committee Board of the Town of Kiowa was called to order at 6:00 pm by Chairman Wendy Frenzel.
Roll Call
Present: Lori Rafferty, Wendy Frenzel, Andrew Lowry, and Debbie Ullom. Trevor Smith arrived late. There was a quorum to conduct business. In addition, Town Administrator, Kim Boyd, Town Clerk, Tasha Chevarria, Mayor, Rick Kolm, and public Helen Shaw and Sandy Kalish were present.
Excused: Director Cindy Tapp

Consent Items
- Approval of Agenda
Lori Rafferty made the motion to approve the agenda. Andrew Lowry seconded, and the motion carried 4-0 with no discussion. - Approval of minutes from March 2022 meeting
Lori Rafferty made the motion to approve the March minutes. Andrew Lowry seconded, and the motion carried 3-0 with Debbie Ullom abstaining from voting due to her absence at the March meeting.

- Chapter 16 -Zoning-Article I-Zoning Code; Sec. 16-1. - Definitions.
- Tiny Homes
After discussion, Lori Rafferty made the motion to add Tiny Homes to the definition of recreational vehicles. Andrew Lowry seconded, and the motion carried 4-0. - Airbnb/VRBO
Discussion regarding this was tabled until the May meeting so the commission can review the information from Summit County that Kim Boyd will send out. - Factory-built homes

- Change of meeting time
Currently, the code stipulates that Planning Commission meetings be held on the 3rd Wednesday of the month at 7pm. Lori Rafferty made the motion to change that to "an agreed upon time" and strike the 7pm. Andrew Lowry seconded, and the motion carried 4-0. - Change in sign requirements
The code has very specific requirements for posting public notice signs. This includes verbiage and minimum size of the sign and the lettering on the sign. Due to these requirements the signs end up being very large and expensive. Tasha Chevarria asked that the Commission to consider changing the size requirement of the lettering, or possibly lessening the number of words. The Commission would like more information about where Elbert County and Parker get their signs.

- Membership and resignations of Joint Planning Commission and Variance Committee members.
Jack McNeely resigned from being an advisory member due to his moving out of Kiowa. - New land use fee schedule for the Town (examples provided)
Town staff would like the Planning Commission to provide their input on a fee schedule to be adopted by the Board of Trustees for the Town of Kiowa. Currently, there is no fee schedule and fee amounts we have found in the office do not always align with what can be found in the code. Having a clearly laid out fee schedule for the Town in the office would be very helpful. Tasha Chevarria will research fee schedules adopted by other towns in the area and have that information at the next meeting.

Lori Rafferty made the motion to adjourn, Andrew Lowry seconded, and the motion carried. The meeting adjourned at 8:02pm
